Will this Agent Pass accept the action? Each rule checked before anything is signed.

Rate class: Light. Counts against your light requests per second.

Reads the pass now and checks one action against it: pass active and not expired, the signer is its agent, a rule for the coin or pair, per-action and daily limits with today's usage, listed pools and the price floor, named recipients, listed validators, and the budget left. Returns accept and every check in one sentence; `refusal` names the rule that would stop it. The chain is the final word: a dry run of the built bytes (tx.receipt) confirms it.
