Build an unsigned revoke for your auto top-up allowance.

Endpoint: POST /v1/billing/allowance/revoke

Rate class: Light. Counts against your light requests per second.

Returns transaction bytes that delete the allowance and its cap (sui::allowance::revoke). Sign and send them with the funder's wallet; tide can never draw again and auto top-up turns off. Revoking from any wallet or the CLI works the same.
